POLICY IMPLEMENTATION IN HANDLING TRANSNATIONAL CRIMES IN INDONESIAN SEA BORDERS

Abstract

One of non-military threats that can disturb Indonesia’s national security is transnational crimes. Considering the seriousness of the threat, there are existing policies to handle the occurrence of transnational crimes, especially in sea border area. However, the increasing number of transnational crime cases from year to year indicates that the implementation of the policies is yet to be optimal. This article aims to understand why the policy implementation in handling transnational crimes is still far from the expected results. In doing so, it uses the theory of public policy implementation by George C. Edwards III to identify the existing condition of each factor affecting policy implementation regarding the handling of transnational crime in Indonesian sea borders, namely communications, resources, dispositions and bureaucratic structures. It uses qualitative method. Data collections were conducted in four research locations situated in Indonesian sea borders, namely Tanjung Balai and Asahan in North Sumatra Province, Manado in North Sulawesi Province, Labuan Bajo in East Nusa Tenggara Province, and Nunukan in North Kalimantan Province.
